Meet Saeed: Dubai Municipality’s first AI virtual spokesperson
Emirati-inspired avatar connects communities with municipal services
DUBAI – Dubai Municipality has introduced “Saeed”, its first artificial intelligence-powered virtual spokesperson, marking a new step in the emirate’s digital transformation journey.
The AI-driven digital personality will act as an official communication channel, sharing the Municipality’s achievements, updates, services, and projects with the public through interactive and accessible platforms.
The introduction of Saeed strengthens Dubai Municipality’s approach to modern government communication by combining artificial intelligence with public engagement. The initiative represents a regional milestone in adopting a smart media spokesperson concept, allowing official information to be delivered through an innovative digital platform while supporting transparency, accessibility, and improved customer experiences.
The project aligns with Dubai’s vision of building a future-ready, human-centred, and sustainable city where technology supports everyday life. Through Saeed, Dubai Municipality aims to develop a more agile communication ecosystem that makes government updates easier to access while creating a more interactive relationship between authorities and the community.
Digital presence
Saeed has been created to enhance communication and customer service operations while ensuring consistency across Dubai Municipality’s internal and external messaging channels. The virtual spokesperson will help deliver unified official information in a clear and engaging format, supporting the Municipality’s efforts to improve the efficiency of digital communication.
Designed with Emirati features and official national attire, Saeed reflects local identity while maintaining the professional character expected from a government communication platform. His design combines cultural elements with a modern digital presence, creating a friendly and approachable figure for interacting with citizens, residents, and visitors.
The name “Saeed” carries associations with happiness, optimism, and quality of life, reflecting Dubai’s wider vision of creating government experiences that are more responsive and focused on community needs.
The AI spokesperson communicates in a clear Arabic voice and can adjust his tone depending on the nature of the message or occasion. He is also capable of communicating in several languages, including English, Urdu, and Chinese, allowing Dubai Municipality’s messages to reach a wider audience.
Wider role
Saeed will rely on official Dubai Municipality data to provide accurate and regularly updated information. The virtual spokesperson can be used across various platforms, including press conferences, awareness campaigns, the official website, social media channels, and community events.
His responsibilities will include introducing residents and visitors to Dubai Municipality facilities, destinations, recreational areas, and new services. Saeed will also support digital tours, seasonal campaigns, and major events while responding to frequently asked questions and announcing new initiatives and projects.
Beyond public communication, Saeed will also contribute to internal engagement with Dubai Municipality employees. The virtual spokesperson will support staff communication through motivational messages, success stories, internal campaigns, opinion polls, and simplified awareness updates. He will also function as a virtual responder for employee enquiries, providing access to the latest information, procedures, and organisational updates.
Seyed Ismail Al Hashimi, Acting CEO of the Corporate Support Services Sector at Dubai Municipality, said the Saeed project represents an advanced development in building a smart and innovative government communication system.
“By utilising artificial intelligence technologies, we are enhancing the efficiency of communication with the community and providing information and services in more flexible and interactive ways,” he said.
Al Hashimi added that Saeed is more than a virtual spokesperson, describing it as an integrated communication platform designed to strengthen official messaging and improve public engagement.
Future integration
Dubai Municipality plans to integrate Saeed into the “Hayakom” customer service centres in the coming period, enabling the AI spokesperson to respond to customer enquiries related to Municipality services.
The move is expected to support a more advanced digital government service experience, allowing users to access information more quickly and interact with services through innovative technology.
