Dubai Tour Guide Programme opens doors for residents as city licences 2,400 guides
Online training produces licensed guides from more than 50 nationalities
DUBAI – Dubai College of Tourism’s official online Dubai Tour Guide Programme has marked five years since its launch, reaching a milestone of more than 2,400 officially licensed tour guides trained to deliver visitor experiences across the emirate.
The initiative, developed by Dubai College of Tourism (DCT), which operates under the Dubai Department of Economy and Tourism (DET), has attracted participants from over 50 nationalities and continues to play a central role in shaping the city’s tourism workforce.
Building on this five-year milestone, DCT has renewed its invitation to UAE residents and Emiratis to enrol in the programme and obtain Dubai’s only official tour guide certification. Graduates are authorised to work as licensed tour guides under tourism companies registered in Dubai, allowing them to accompany visitors from around the world while contributing directly to the emirate’s fast-growing visitor economy.
The programme’s continued expansion comes as Dubai’s tourism sector posts sustained growth. From January to November 2025, the city welcomed 17.55 million international overnight visitors, representing a 5% year-on-year increase. With visitor numbers rising steadily, the Dubai Tour Guide Programme has been positioned as a key channel for developing new talent, enhancing service standards, and ensuring that visitor experiences across attractions, heritage sites, and cultural districts remain consistently high.
Tourism growth
The increase in international arrivals has reinforced the need for a diverse and well-trained pool of tour guides who can meet the expectations of a global audience. The programme has been designed to respond directly to this demand by equipping participants with in-depth knowledge of Dubai’s history, culture, attractions, and contemporary development.
By formalising tour guide certification through a DET-endorsed framework, Dubai has ensured that licensed guides meet a unified standard of quality. This approach supports the broader goal of strengthening guest satisfaction while protecting the integrity of the city’s tourism offering.
DCT has highlighted that officially certified guides are essential to sustaining Dubai’s reputation as a world-class destination, particularly as competition among global tourism hubs intensifies. Through structured training and assessment, the programme ensures that guides are prepared to represent the city accurately and professionally in every visitor interaction.
Dubai Tour Guide Programme
Open to UAE residents aged 18 and above, the Dubai Tour Guide Programme is delivered entirely online, offering flexibility for participants to complete the course from anywhere in the world. The virtual format allows learners to study at their own pace and balance training with existing work or personal commitments.
The programme is currently available in English and Mandarin, reflecting Dubai’s diverse visitor base and international workforce. Once applicants submit the required documentation and it is verified, they are granted up to 90 days to complete the course, although many participants choose to finish earlier.
The training comprises approximately 21 hours of video content and covers a wide range of topics essential to tour guiding in Dubai. The structure has been designed to be accessible while maintaining rigorous standards aligned with the city’s tourism objectives.
Course structure
Participants must successfully complete five assessments to graduate, including a virtual interview and a practical exam. All assessments are conducted remotely, enabling candidates to complete the entire certification process without the need for in-person attendance, even if they are temporarily overseas.
Upon successful completion, graduates receive their official Dubai tour guide licence. This licence enables them to work full-time, part-time, or on a freelance basis with licensed tour companies operating in Dubai. The flexibility of employment options has made the programme particularly attractive to those seeking adaptable career pathways within the tourism sector.
In addition to core training, participants are offered optional familiarisation trips that provide on-the-ground exposure to key attractions and experiences across the emirate. These sessions also offer opportunities to network with fellow trainees and graduates, further strengthening professional connections within the industry. Invitations are issued regularly and managed through DCT’s online registration platform.
Emirati focus
The programme aligns closely with the Dubai Economic Agenda, D33, which aims to consolidate Dubai’s position as a leading global destination for business and leisure while making it one of the world’s best cities to visit, live, and work in. A central element of this strategy is the development of homegrown talent and the creation of meaningful private-sector opportunities for UAE nationals.
Mariam Sultan Al Maeeni, Vice President of Nationalisation and Tourism Guidance at Dubai College of Tourism, said the programme has had a measurable impact on how visitors experience the city. She noted that tourism’s continued success depends not only on attracting millions of visitors, but also on ensuring that each guest enjoys a memorable and high-quality experience.
She emphasised that requiring tour guides to be officially certified through a DET-endorsed programme extends Dubai’s service standards to every point of contact between guides and visitors. According to Al Maeeni, this approach reinforces Dubai’s global reputation for hospitality while safeguarding the accuracy and authenticity of the stories shared about the city.
Al Maeeni also highlighted the cultural role played by tour guides, explaining that they go beyond explaining attractions to help bring Dubai’s heritage, values, and evolution to life. Their interactions with visitors help shape international perceptions of Emirati culture and encourage repeat travel.
While the programme is open to all UAE residents, DCT has placed particular emphasis on encouraging Emirati participation as part of its broader Emiratisation and talent development strategy. By enabling Emiratis to share personal perspectives and cultural insights, the initiative supports both career development and richer visitor experiences.
Graduate voices
Programme graduates have pointed to the professional and cultural value of becoming officially licensed. Emirati tour guide Mohammed Kazim described the role as an opportunity to communicate Dubai’s long-standing diversity using accurate historical and contemporary information. He said the certification allows guides to present the city’s multicultural identity in an informed and appropriate manner.
Indian tour guide Arva Saleem Ahmad highlighted the programme’s focus on inclusivity, noting that modules covering People of Determination and sign language introduced practical skills that proved immediately useful in real-world guiding situations. She said the training enhanced awareness and preparedness when welcoming guests with specific accessibility needs.
Wider training
Beyond tour guide certification, Dubai College of Tourism delivers full-time certificate and advanced diploma programmes across four core disciplines: tourism, hospitality, culinary arts, and events. The college also oversees specialised online programmes designed for professionals already working within the tourism industry.
One such initiative is ‘Dubai Way’, a digital training and engagement platform managed by DCT for tourist-facing staff. The platform offers courses focused on areas such as Dubai Sustainable Tourism, inclusive service delivery, and autism and sensory awareness, supporting the wider goal of raising service standards across the sector.
