Dubai unveils new regulation for tourist transport services
All tourist transport permits to be handled by RTA centres
DUBAI’s Roads and Transport Authority (RTA), in partnership with the Department of Economy and Tourism, has announced a new executive regulation that will govern tourist transport across the emirate.
The measure, enacted under Administrative Decision No. (97) of 2025 pursuant to Executive Council Resolution No. (107) of 2023, was revealed on Monday.
The regulation establishes an integrated transport framework designed to improve the experience of visitors, with a focus on safety, service quality, and efficiency. By aligning procedures with international standards, the city aims to further reinforce its position as one of the world’s leading tourist destinations.
Licensing and permits
Under the new system, the RTA will oversee the issuance and renewal of permits for tourist transport establishments. It will also manage the registration and renewal of tourist vehicles, while granting professional licences for drivers operating in the sector. Applications for these services will be processed through RTA-approved channels and service centres.
Enhancing tourism services
According to the RTA, the initiative is designed to enhance service quality, improve safety standards, and provide tourists with greater comfort during travel. The authority emphasised that these measures will create tangible benefits for companies and institutions operating in the industry, while ensuring compliance with regulatory and supervisory requirements.
Citywide developments
The announcement comes as the RTA reported a 37 percent improvement in road efficiency and traffic flow following the introduction of a new smart signalling system. The full project, which is expected to ease congestion at major city corridors, is scheduled for completion in the third quarter of 2026.
