Dubai launches AI system to issue building permits automatically in minutes
New technology will check designs, engineering requirements and planning rules without manual intervention
DUBAI – Dubai Municipality has launched a project to develop an artificial intelligence-powered system that will automate the issuance of building permits, potentially reducing approval times from days to minutes.
The system will assess submitted drawings and documents, check them against the Dubai Building Code and verify technical and engineering requirements. It is designed to issue permits without human intervention for eligible applications, marking another step in Dubai’s drive to digitise government services.
The technology will initially cover private and investment villas across Dubai. An intelligent AI agent will examine applications across several areas, including plot planning, architectural designs, mechanical, electrical and plumbing (MEP) systems, structural safety and building stability.
Smarter approvals
The system will read submitted drawings and supporting documents, cross-check information between them and verify whether designs comply with applicable requirements. It will also automatically generate building card information as part of the permit process.
Applicants will be able to conduct pre-submission design checks before formally applying for a permit. The system will provide immediate decisions and clear feedback where additional information or design amendments are required, helping applicants identify issues earlier in the process.
Dubai Municipality said the project is expected to reduce permit issuance times from several days to just minutes while maintaining accuracy and compliance with regulatory and engineering standards.
The initiative is also designed to reshape internal workflows at the municipality. Manual reviews will largely be limited to exceptional cases, allowing technical teams to focus on more complex and higher-value work.

At the same time, the automated process is expected to improve the quality and accuracy of data and analytics available to Dubai Municipality, supporting decision-making and future planning across the building sector.
Eng. Mariam Al Muhairi, CEO of the Building Regulation and Permits Agency at Dubai Municipality, said the project reflects Dubai’s approach to using artificial intelligence to redesign government services rather than simply improve existing processes.
She said the automated building permit system would accelerate service delivery, improve service quality and enhance the customer journey while supporting the objectives of the Dubai Economic Agenda D33 and Dubai’s annual plan to accelerate AI adoption.
Three-phase rollout
The project will be implemented in three phases over 26 weeks. The first phase will focus on developing and testing the AI agent, including its ability to assess compliance with the Dubai Building Code across multiple engineering disciplines.
The second phase will involve a pilot programme with a selected group of engineering consultancy firms. The pilot will test the system in a live operating environment while gathering feedback on performance and user experience.
The final phase will involve the full deployment of the system for private and investment villa building permit applications submitted by engineering consultancy firms across Dubai. The technology will be fully integrated into the Build in Dubai platform.
The project forms part of Dubai Municipality’s wider efforts to modernise the emirate’s building ecosystem through advanced digital technologies and artificial intelligence. It is also aimed at making procedures easier for businesses and customers while supporting Dubai’s plans for a smart and sustainable urban environment.
