Saudi Arabia’s new Package Visa explained: Six eligible countries, costs, stay rules and how to apply
One booking covers flights, hotel stay and tourist entry
DUBAI – Planning a trip to Saudi Arabia has become significantly easier for travellers from six countries after the Kingdom launched its new Package Visa pilot.
Instead of arranging flights, accommodation and a tourist visa separately, eligible visitors can now complete the entire process through a single digital travel package offered by approved travel providers. The initiative is aimed at simplifying travel planning while supporting Saudi Arabia's rapidly expanding tourism sector.
Saudi Package Visa
The Package Visa has been introduced through a joint effort by the Ministry of Tourism, the Ministry of Foreign Affairs, the Ministry of Interior and the Insurance Authority. It builds on earlier reforms such as the tourist e-Visa, Visa on Arrival and the Stopover Transit Visa, which helped Saudi Arabia welcome more than 29 million inbound visitors in 2025.
Eligible countries
The Ministry of Tourism has confirmed that the Package Visa is currently available to travellers from six countries: Jordan, Egypt, India, Bangladesh, Indonesia and Mexico.
The pilot is being rolled out through selected international markets before a wider global expansion. The ministry has also confirmed that more nationalities will be added in future phases of the programme.
How it works
The Package Visa combines return flights, accommodation at licensed hotels and the electronic tourist visa application into one integrated booking.
Instead of applying for a tourist visa separately, eligible travellers can purchase an approved travel package through an authorised travel agency. Once payment is completed digitally, the tourist visa, travel insurance and other travel documents are sent by email.

According to the Ministry of Tourism, the electronic visa is issued within a maximum of 48 hours after the travel package has been successfully purchased. This removes the need to visit a Saudi embassy or complete a separate visa application process.
At present, two travel agencies have been accredited to offer the service: Reserval and Almosafer.
Travellers can also add optional services such as event tickets, guided tours, leisure activities and other tourism experiences while making their booking.
Visa rules
The Package Visa is issued as a single-entry tourist visa that remains valid for three months from the date of issue.
Visitors can stay in Saudi Arabia for a minimum of two days and a maximum of 88 days during the visa's validity period.
Once the visa has been issued, it cannot be cancelled independently. If a traveller cancels the travel package, the associated visa is automatically revoked.
Although the package does not include services related to Umrah or other arrangements in Makkah and Madinah, visa holders are permitted to travel anywhere within Saudi Arabia after arrival, including both holy cities, provided they comply with applicable regulations.
Package costs
The Ministry of Tourism has also outlined the minimum pricing requirements for the new travel packages.
The package must include a confirmed return flight, accommodation at a Ministry of Tourism-licensed hotel with a minimum four-star rating, and the electronic tourist visa application.
Prices start from SR4,000 per adult for the first two days. Every additional consecutive day costs at least SR1,000.
If flights or hotel bookings are cancelled because of unforeseen circumstances, refunds and booking changes will be handled according to the policies of the authorised travel service provider.
Saudi tourism
Saudi Arabia says the Package Visa is designed to reduce administrative steps for international visitors while enabling travel companies to create more attractive itineraries that encourage longer stays and higher visitor spending.
To maintain service quality, only travel providers meeting strict eligibility requirements are permitted to participate in the programme. These include operating digital booking platforms, maintaining customer service centres and providing 24-hour technical support.
The launch comes as Saudi Arabia continues to post record tourism figures. According to the Ministry of Tourism's 2025 Annual Statistical Report, the Kingdom welcomed around 123 million inbound and domestic tourists in 2025, up approximately 6 percent from the previous year.
International arrivals reached 29.3 million, generating SR176.6 billion in inbound tourism spending, while domestic tourism attracted 93.3 million travellers who spent SR127.1 billion. Total tourism spending reached a record SR304 billion, representing a 7 percent increase from 2024. Non-religious travel accounted for about 52 percent of inbound overnight visits in 2025, compared with 44 percent in 2019, while employment in tourism industries climbed to nearly 1.03 million jobs. Saudi women accounted for around 47 percent of Saudi employees in tourism-related activities, a substantial increase from 5 percent at the end of 2018.
