Oman unveils $779m mountain city with 750 villas and wellness retreats
New high-altitude tourism hub set to transform luxury living under Vision 2040
DUBAI – Oman is advancing one of its most ambitious tourism and real estate projects with the unveiling of Musstir Heights, a large-scale luxury mountain development set in Al Jabal Al Akhdar.
The OR300 million ($779 million) scheme spans more than one million square metres and is designed to redefine high-altitude living in the Sultanate. Positioned at around 2,400 metres above sea level, the project benefits from a climate that is typically 15 to 20 degrees cooler than Muscat.
The development is scheduled to be delivered in multiple phases over the next 15 years. It will introduce a mix of residential, hospitality, and lifestyle elements aimed at both international investors and long-stay visitors.
Musstir Heights
Musstir Heights forms part of the wider “Al Jabal Al Aali” masterplan led by the Ministry of Housing and Urban Planning. The project will feature more than 750 luxury villas, designed with sustainability and modern architectural principles in mind. Alongside residential units, the masterplan includes a wellness retreat, retail boulevard, curated dining areas, and dedicated spaces for remote working.
The development is intended to function as a fully integrated destination rather than a seasonal resort. Its design reflects growing demand for lifestyle-led tourism, where visitors can combine leisure, work, and wellness within a single environment. The location within the rugged terrain of Al Jabal Al Akhdar also provides panoramic mountain views and access to natural landscapes that remain largely untouched.
Oman Vision 2040
Oman’s latest project aligns with its broader efforts to diversify the economy under Oman Vision 2040. The strategy prioritises tourism, real estate, and technology as key growth sectors. Musstir Heights is expected to attract foreign investment while strengthening Oman’s position in the regional luxury travel market.
The development also reflects a wider Gulf trend towards high-altitude and nature-based tourism. As travellers increasingly seek cooler climates and outdoor-focused experiences, destinations such as Al Jabal Al Akhdar are emerging as premium alternatives to traditional coastal resorts. Oman has already expanded its tourism portfolio with luxury hospitality projects and new infrastructure aimed at improving accessibility to mountainous regions.
Beyond Musstir Heights, Oman is expanding its hospitality pipeline with new luxury offerings such as Tivoli LA VIE Muscat, which will feature golf course views and rooftop leisure spaces. The country is also investing in innovation-driven initiatives, including the approval of a dedicated AI zone in Muscat aimed at attracting technology firms and digital enterprises.
