First-ever UN rules for driverless cars: What autonomous vehicles must meet before hitting roads
Global markets back new approach for future mobility solutions
NEW YORK – Fully autonomous vehicles have moved a step closer to wider use after the United Nations approved the first global regulations for automated driving systems (ADS).
The new framework sets out safety requirements for vehicles that can perform driving tasks without human control and creates a common method for assessing their reliability. Adopted by the United Nations Economic Commission for Europe’s (UNECE) World Forum for Harmonization of Vehicle Regulations, the rules aim to provide a consistent global approach for the development and deployment of self-driving technology.
The regulations come after years of predictions that automated vehicles would quickly become common on roads, but adoption has progressed more slowly than expected. The new standards focus on building confidence by ensuring manufacturers follow clear safety processes before introducing fully autonomous systems.

What UN rules say
The new framework requires manufacturers to establish audited safety management systems covering the complete life cycle of an automated driving system. This means companies must have processes in place from development and testing to operation and ongoing assessment.
Manufacturers must also prove that testing environments, including virtual simulation tools, meet strict credibility standards. They must demonstrate that their autonomous systems do not create unreasonable safety risks before vehicles are deployed.
Another major requirement is continuous monitoring after vehicles enter service. Companies will need to track performance, submit reports and provide information that allows regulators to assess how ADS technology operates in real-world conditions.
Vehicles equipped with autonomous driving systems must also have a dedicated data storage system. The technology will record safety-related information, helping authorities review incidents and monitor compliance.
Testing standards
Because autonomous systems take control of steering, acceleration, braking and signalling, manufacturers must show that their vehicles can operate safely in different situations. The rules require evidence through simulation, track testing and real-world trials.
The regulation states that automated driving performance must meet or exceed the standard expected from a competent human driver. Manufacturers must demonstrate strong design, validation processes and compliance with traffic rules before receiving approval.
The new requirements have support from major automotive markets, including Canada, China, the European Union, Japan, the United Kingdom and the United States. The framework is expected to come into force in about one month.
Alongside the ADS rules, the UN forum approved amendments to around 90 existing vehicle regulations. These updates ensure current standards remain relevant for vehicles fitted with autonomous technology, including models without traditional driver controls.
UNECE said the changes will help maintain a unified regulatory system while allowing manufacturers to develop new vehicle designs, including fully driverless configurations.
