Dubai partners with Spotify to open global stage for emerging musicians
Joint programmes to give artists tools, data and global exposure
DUBAI – In the presence of Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Dubai Culture and Arts Authority has signed a Memorandum of Understanding with Spotify, marking a major step in strengthening support for the emirate’s music and creative sectors.
The agreement is designed to expand opportunities for emerging musicians and local talent while enhancing their visibility on international platforms. It also signals a new phase of collaboration between the public and private sectors in shaping the future of the regional music ecosystem.

The MoU centres on talent development, professional growth and long-term sustainability within the music industry. Both entities will work together to advance artistic expression and innovation, aligning their efforts with Dubai’s wider vision to position itself as a global centre for culture and creativity. The partnership reflects a shared commitment to empowering creators and reinforcing the cultural and creative industries as a core pillar of the emirate’s economy.
New partnership
The agreement establishes a first-of-its-kind collaboration between Dubai Culture and Spotify in the emirate. It creates a framework for exchanging insights and expertise to develop joint cultural initiatives that follow international best practices and respond to global music trends. Through this cooperation, Emirati and UAE-based artists are expected to gain expanded access to tools, knowledge and platforms that support professional advancement.
A key component of the MoU is the co-delivery of programmes designed to strengthen artists’ competitiveness in the music sector. These initiatives will also help deepen understanding of audiences through specialised data and analytics, offering musicians more informed pathways to growth. Practical support mechanisms are included to help creatives sustain their careers and progress over time in a structured environment.
Support to artists
The collaboration will see both parties launch joint programmes and contribute to long-term creative initiatives that encourage cultural exchange and artistic experimentation. A series of music-led projects is also planned to spotlight Dubai’s creative community, providing platforms for local voices to reach wider audiences.
Dubai Culture continues to invest in the next generation of creatives through grants, artist residencies, learning opportunities and talent development schemes. The new partnership builds on these foundations by adding international industry expertise and digital reach. It also aligns with Spotify’s global efforts to support emerging artists, including initiatives such as RADAR Arabia, which highlights rising talent, and the Fresh Finds Arabia playlist, which connects new voices with listeners.
Spotify, founded nearly 19 years ago, operates in more than 180 markets and has grown into the world’s most popular audio streaming subscription service. The platform’s global user base has surpassed 713 million users, including 281 million subscribers. In 2024 alone, Spotify reported payments of approximately $10 billion to rights holders, underlining the scale of its role in today’s music economy.
