DUBAI – Dubai has taken a significant step towards improving the air travel experience with the launch of a new aviation directive aimed at protecting passenger rights.

Announced by the Dubai Civil Aviation Authority (DCAA), the Aviation Consumer Welfare Directive introduces a structured framework that defines the relationship between passengers, airlines and licensed travel agents. The move is part of a broader effort to enhance transparency and ensure a more reliable journey for travellers passing through the emirate.

Alongside the directive, a dedicated digital service has also been introduced, allowing passengers to submit complaints and track their status directly through the authority’s official website. This development is expected to streamline communication between all parties and improve overall service standards across Dubai’s aviation sector.

Passenger rights

At the core of the directive is a clear outline of passenger rights, covering various aspects of the travel experience. From flight delays and cancellations to issues involving baggage and refunds, the framework establishes what travellers are entitled to and how airlines and travel agents must respond.

The directive also defines the obligations of licensed operators, ensuring accountability at every stage of the journey. By setting these standards, the authority aims to align Dubai with international best practices, making the travel experience more predictable and secure for passengers.

For travellers, this means greater clarity before, during and after their journey. Knowing where responsibility lies and what actions can be taken in case of disruption helps reduce uncertainty and empowers passengers to make informed decisions.

Easy complaints

A key feature of the initiative is the introduction of a simplified complaints mechanism. Passengers can now lodge concerns online through the DCAA platform, eliminating the need for lengthy back-and-forth communication with multiple parties.

The system allows users to track their complaints in real time, offering greater transparency and reducing waiting times. Acting as a mediator, the authority ensures that disputes are handled fairly, maintaining a balance between passenger interests and industry operations.

According to Mohammed Abdulla Lengawi, the initiative reflects a strategic commitment to strengthening passenger confidence and enhancing service quality. The directive not only improves accountability but also contributes to a more efficient aviation ecosystem.

Passengers travelling through Dubai are encouraged to familiarise themselves with the directive and use the new service when needed. Airlines and licensed travel agents have also been urged to support the initiative by raising awareness and ensuring compliance, helping to deliver a smoother and more transparent travel experience across the emirate.
