UAE rolls out new media system with 3-year fee exemptions for digital creators

DUBAI: In a move aimed at redefining the country’s media landscape, the UAE Media Council has launched a comprehensive system to regulate, empower, and stimulate growth in the sector.

The announcement marks a pivotal development in the Council’s journey, which began with its formation in February 2023 and the enactment of the Media Regulation Law and its Executive Regulation.

The initiative was officially unveiled at a press conference at Creators HQ, Emirates Towers, Dubai. Present at the launch were Mohammed Saeed Al Shehhi, Secretary-General of the UAE Media Council, and Maitha Al Suwaidi, CEO of the Strategy and Media Policies Sector.

The Council reaffirmed its commitment to building a future-ready media sector that aligns with the UAE leadership’s vision for a modern, agile, and globally competitive ecosystem. The new system aims to set updated legislation in motion, offer comprehensive media services, and introduce policies covering various sub-sectors of media to enhance efficiency and sustainability.

Media transformation

Al Shehhi underscored the importance of the Media Regulation Law and its Executive Regulation, describing them as a landmark in UAE’s media history. As the first media-specific legislation issued in over four decades, the law is designed to provide a robust legal infrastructure capable of adapting to fast-paced technological advancements. These include digital media evolution, artificial intelligence integration, gaming, and the rising demand for on-demand content.

He added that the system was developed through a two-year collaborative process involving federal and local institutions, media companies, content creators, and international advisors. This participatory approach was crafted to ensure the system responds to real-world challenges while fostering innovation, talent, and investment opportunities.

“Rather than being just a regulatory framework, the new system places content at the heart of media operations,” Al Shehhi said. “We have embedded clear guidelines for content that is responsible, balanced, and respectful of values, while encouraging creativity and impact.”

The Council aims to turn the media sector into a key contributor to national GDP and a vital force in economic development. By facilitating investment, supporting creators, and simplifying procedures, the system is expected to accelerate media-driven growth. Strategic partnerships—both domestic and international – will also be encouraged through this initiative.

Regulatory framework

Maitha Al Suwaidi stated that the UAE Media Council is delivering a legislative roadmap that supports a modernised regulatory environment. This roadmap includes the Media Regulation Law, its Executive Regulation, and a comprehensive suite of policies that account for the evolving nature of digital and social media platforms.

One notable development is a resolution addressing social media advertising by individuals. This regulation aims to build public trust, improve the quality of digital media, and protect audiences from misleading or inappropriate content. To support digital creators, the Council announced a three-year exemption from permit fees for eligible individuals.

Another key measure is the implementation of a detailed age rating system for media content, developed to protect children and adolescents. The new ratings framework addresses the increasing exposure of younger audiences to digital content and is intended to guide platforms and producers in delivering age-appropriate material.

In addition, the Council is preparing a policy to license digital news platforms. This measure will ensure journalistic integrity and promote responsible practices by establishing clear regulatory standards within a professional legal framework.

Boosting local content

Al Suwaidi also outlined the importance of the Cabinet's recent resolutions on media service fees and penalties for violations. These decisions are part of the Council’s drive to simplify media procedures and create a transparent, user-friendly environment that supports growth and innovation.

She further noted that the local content empowerment policy plays a central role in the new system. This policy prioritises Emirati talent and supports national media projects. It includes exemptions from fees on selected media services to benefit local producers, writers, and creatives. The goal is to promote content that reflects the UAE’s identity while raising production quality and storytelling standards.

The Council believes that these initiatives will allow media professionals to operate within a supportive ecosystem grounded in transparency, professionalism, and high-quality output. The legislative structure is designed to bolster the capabilities of media organisations and content creators alike, while paving the way for international collaboration and global competitiveness.
