New agreement links aviation, security and tourism services
DUBAI – Dubai Police and flydubai have signed a Memorandum of Understanding (MoU) aimed at expanding benefits available to visitors arriving in Dubai, with passengers set to gain access to the Esaad Card at a special price.
The agreement was signed on the sidelines of Arabian Travel Market (ATM) 2026 at Dubai World Trade Centre. It brings together Dubai’s police and aviation sectors around initiatives designed to support the visitor experience from arrival onwards.
The partnership provides for the exchange of expertise and capabilities between the two organisations, as well as the development of joint initiatives and projects. According to flydubai, areas of cooperation will be incorporated into the relevant strategic and operational plans, with the agreement also supporting the objectives of the Dubai Economic Agenda D33.
Visitor benefits
A key element of the agreement is the special-price Esaad Card available to passengers arriving on flydubai. The card provides access to discounts, offers and other benefits across 10 sectors, giving visitors opportunities to save on a range of services and experiences during their stay.
The sectors covered include restaurants and theme parks, shopping centres, tourism and travel, health and sports, family services, automotive services, accommodation, education, government services and online shopping.
The arrangement extends the role of the airline beyond transporting passengers into Dubai, connecting the arrival journey with services and offers available across the emirate. It also creates a direct link between flydubai passengers and the wider network of businesses and services participating in the Esaad programme.
Dubai Police said the agreement reflects an approach that brings together government and private-sector capabilities to develop initiatives with a measurable impact on residents and visitors. The partnership is also intended to support Dubai’s tourism ecosystem and enhance the services available to international travellers.
Lieutenant General Abdulla Khalifa Al Marri, Commander-in-Chief of Dubai Police, said the partnership reflects Dubai’s model of collaboration between different sectors and organisations.
He said Dubai Police was committed to developing strategic partnerships that extend beyond traditional cooperation, using shared capabilities and expertise to develop services and initiatives focused on quality of life and visitor experience.
Al Marri also highlighted the importance of people’s happiness and quality of life within government services, while linking such partnerships to Dubai’s positioning as a safe destination with a strong tourism and services offering.
Aviation link
For flydubai, the agreement forms part of its broader role in connecting Dubai with international markets and supporting tourism and economic activity.
Ghaith Al Ghaith, Chief Executive Officer of flydubai, said the partnership with Dubai Police demonstrated how national institutions could work together to support Dubai’s future ambitions and develop an integrated visitor ecosystem.
He said the cooperation combines access, services, security and visitor-focused initiatives, while extending the airline’s role beyond the flight itself to the wider experience after passengers arrive in Dubai.
Al Ghaith also pointed to the aviation sector’s role in connecting Dubai with markets around the world. He said aligning the capabilities of airlines and government-sector partners could strengthen Dubai’s ability to attract visitors and support the growth of its tourism and economic sectors.
The agreement comes as flydubai continues to expand its network. The airline currently serves more than 125 destinations across 56 countries, spanning Africa, Central Asia, the Caucasus, Central and Southeast Europe, the GCC and the Middle East, as well as South Asia and Southeast Asia.
Almost 100 of those destinations are described by flydubai as underserved markets that previously had no, or very limited, direct connections to Dubai and the UAE. The carrier is also operating an average of about 2,200 weekly flights as it continues to rebuild and expand its network.
Wider offering
Hamad Obaidalla, Chief Commercial Officer at flydubai, said the agreement would give passengers additional value as demand for travel to Dubai continues and the winter season approaches.
He said passengers would be able to access a broad range of offers and privileges while experiencing Dubai’s tourism, leisure and entertainment attractions.
The airline has continued to add destinations and capacity in response to travel demand. In September, flydubai announced that its network had exceeded 125 destinations in 56 countries, while its latest fleet information shows the carrier operating 98 Boeing 737 aircraft.
The airline is also scheduled to continue expanding its network, including the launch of flights to Pokhara in Nepal on September 23, adding to its existing destination in Kathmandu.
The MoU was signed by Lieutenant General Abdulla Khalifa Al Marri and Hamad Obaidalla, formalising the cooperation between Dubai Police and flydubai.
The agreement was announced during ATM 2026, which was held at Dubai World Trade Centre from September 14 to 17 and brought together airlines, tourism organisations and travel industry representatives from international markets.
