New law unifies Ajman’s tourism, culture and media under single department

DUBAI – His Highness Sheikh Humaid bin Rashid Al Nuaimi, Supreme Council Member and Ruler of Ajman, has issued Law No. (2) of 2025 establishing the “Ajman Department of Tourism, Culture and Media”.
The new department consolidates both the Ajman Department of Tourism Development and the Ajman Culture and Media Department, assuming all their rights, obligations and responsibilities. Financial allocations in the 2025 government budget for the two former entities will be transferred to the new body.
The law ensures that all employees of the former departments will join the new department with their existing financial entitlements protected, without prejudice to their acquired rights. In addition, Emiri Decree No. (15) of 2025 appoints Mahmood Alhashmi as Director-General of the department.
What will the department do?
The department has been tasked with developing an integrated legislative framework to regulate tourism, culture and media activities, while ensuring alignment with international standards. It will focus on enhancing Ajman’s standing in these sectors in line with the emirate’s developmental vision.
Key objectives include building a competitive ecosystem to expand services, promoting Ajman’s heritage and historic landmarks, and strengthening its cultural and media presence regionally and globally. By developing national talent and preparing them for leadership roles, the department also aims to boost investment, GDP, and intercultural exchange.
How will it operate?
The department’s headquarters will be located in the city of Ajman, with the option of establishing additional branches inside or outside the emirate upon approval of the Chairman of the Executive Council.
Its areas of responsibility cover tourism development through policy drafting, licensing, event management, classification of facilities, and promotion of Ajman as a tourism destination. The cultural remit includes safeguarding heritage, supporting artists, managing museums and historic sites, and preserving the emirate’s identity.
In the media sector, the department will regulate media activities, issue licences, oversee content, support investment, and contribute to media policy development.
When does the law take effect?
Law No. (2) of 2025 also abolishes previous legislation establishing and regulating the two former departments. Current regulations will remain valid until new ones consistent with the law are issued.
The law will come into effect 90 days after issuance and will be published in Ajman’s Official Gazette.
