Online test made mandatory before riding in approved zones
DUBAI – The Roads and Transport Authority has expanded access to its e-scooter riding permit service in Dubai, allowing residents and visitors to apply entirely online through official smart platforms.
Previously available only via the RTA website, the service has now been activated on the RTA Dubai app and the Dubai Now app, removing the need to visit service centres. The move supports Dubai’s broader digital transformation agenda while making compliance easier for users of soft mobility transport.
The permit is mandatory for most riders before operating an e-scooter in authorised areas of the city. RTA has urged users to secure approval in advance and follow all regulations to ensure road safety for riders and pedestrians alike.
How to apply
Applications can now be submitted through three official channels: the RTA website, the RTA Dubai app and the Dubai Now app.
Users must log in or create an account, then select the “E-Scooter Riding Permit” service. The process is designed to be fully digital, with permits issued electronically once all requirements are met.
The expansion of channels provides flexibility, allowing applicants to choose the platform that best suits their needs while saving time and effort.
Mandatory test
A key requirement of the application process is an electronic theoretical test. Applicants must first review instructional material covering traffic safety rules, e-scooter regulations and safe riding practices. The online test assesses understanding of these fundamentals.
Once the test is successfully completed, the permit is issued digitally and sent to the applicant via email and text message. Only then are riders authorised to use e-scooters in areas designated by RTA.
Eligibility rules
The minimum age to apply for an e-scooter riding permit is 17. Riders holding valid UAE or international driving licences are exempt from the permit requirement. All other users must complete the application and testing process before riding.
E-scooters are permitted only in designated zones and on approved tracks. These include areas such as Downtown Dubai, Jumeirah and Palm Jumeirah. Riding is not allowed in locations such as Saih Al Salam, Al Qudra and Al Meydan.
Fines explained
RTA has confirmed that fines apply for violations, including riding without a permit, operating outside authorised areas or failing to wear a helmet.
The regulations form part of a wider initiative to regulate e-scooter use, raise traffic awareness and protect all road users.
