Oman launches Golden Residency for foreign investors: New 5-year and 10-year pathways unveiled

DUBAI – Oman has launched its new Golden Residency scheme for foreign investors, opening doors to long-term stays through multiple investment channels.
The initiative, unveiled in Salalah under the patronage of His Highness Sayyid Marwan bin Turki al Said, Governor of Dhofar, is part of broader efforts by the Ministry of Commerce, Industry, and Investment Promotion (MOCIIP) to stimulate foreign investment, diversify the economy, and attract skilled professionals.

Oman Gold Residency
The Golden Residency programme offers foreign investors the option of securing a five or ten-year residency permit, depending on the scale of their investment. Applicants may qualify through real estate ownership, equities, bonds, fixed deposits, or company establishment, with entry points starting at RO200,000. Successful applicants will also be able to sponsor immediate family members, regardless of number or age.
Apart from residency access, the scheme offers significant privileges such as fast-track immigration procedures, ownership of property outside Integrated Tourism Complexes under certain conditions, and the ability to hire domestic staff. The introduction of this long-term residency pathway aligns with Oman Vision 2040, the country’s national strategy to expand the private sector and increase international capital inflows.
Eligibility routes
Under the new scheme, foreign investors can apply through several clearly defined pathways:
- Company Establishment: Firms that have been operating for at least one year with total assets of RO200,000 or more.
- Property Ownership: Completed commercial, tourism, or residential properties in Integrated Tourism Complexes, supported by title deeds.
- Government Bonds: Bonds in the applicant’s name worth RO200,000, with at least two years to maturity.
- Listed Equities: Market-registered shareholdings valued at a minimum of RO200,000.
- Fixed Bank Deposits: A renewable five-year deposit of RO200,000 or more in an Omani bank.
- Companies Employing Omanis: Ownership of a firm with at least 50 Omani employees and RO200,000 capital.
- Foreign Investment Law Firms: Companies with qualifying capital can nominate partners or senior professionals for Golden Residency.
Tiered options
The Golden Residency is structured into two tiers, reflecting investment thresholds:
- Tier One requires a minimum investment of RO500,000. This grants a 10-year residency card, renewable upon meeting criteria. The fee for the card is RO551.
- Tier Two requires an investment of RO250,000. This provides a five-year renewable residency, with a card fee of RO326.
Additionally, expatriate workers residing in Oman who wish to retire in the Sultanate can qualify for Tier Two if they have a fixed income of at least RO4,000 per month.

Beyond residency, Oman has positioned itself as a favourable investment hub through tax exemptions, economic free zones, and political stability. Holders of the Golden Residency will enjoy streamlined procedures for family sponsorship, visit visa issuance, and property ownership rights. The programme also allows up to three domestic workers per household, while offering marketing and support services through accredited consultancies such as Alam Al-Hijrah, which operates in more than 60 locations worldwide.
By linking eligibility to verifiable financial commitments, Oman ensures that capital is directed towards real estate, equities, bonds, and company growth. This strategy not only supports private-sector expansion but also contributes to employment creation and knowledge transfer, central to the goals of Oman Vision 2040.
