Abu Dhabi launches Cooling Load Manual to boost sustainable buildings

Accurate cooling calculations promise lower bills and smarter infrastructure

ABU DHABI – Air conditioning is one of the biggest consumers of electricity in the UAE, making efficient cooling a critical part of the country's sustainability ambitions.

In a move aimed at reducing energy demand and improving building performance, the Abu Dhabi Department of Energy (DoE) has launched the Abu Dhabi Cooling Load Manual (CLM).

The technical guidance is designed to help developers, consultants and engineers accurately size cooling systems, lowering energy consumption, reducing construction costs and supporting greener urban development across the emirate.

Major savings

The Cooling Load Manual has been introduced as part of the Abu Dhabi Energy and Water Efficiency Strategy 2030, with a focus on tackling one of the construction sector's most common challenges: oversized air conditioning systems.

According to the Department of Energy, air conditioning accounts for around 60 to 70 percent of electricity consumption in UAE buildings. However, cooling systems are frequently oversized by 25 to 35 percent, resulting in unnecessary equipment costs, higher electricity demand and increased operational expenses throughout a building's lifetime.

The department estimates that correctly sizing air conditioning systems could reduce installed AC costs by as much as 35 percent. Across all new buildings in Abu Dhabi, this translates into annual savings of around Dh560 million. For homeowners, the impact could also be significant. A typical residential villa could save up to Dh56,000 on air conditioning equipment, while also benefiting from lower connection fees and electricity bill savings of up to 25 per cent.

Beyond financial benefits, the guidance is expected to improve occupant comfort, extend the lifespan of cooling equipment and reduce pressure on electricity infrastructure by ensuring systems operate at their intended efficiency.

Smarter design

The manual provides practical, data-driven guidance for accurately calculating cooling loads and selecting appropriately sized equipment during the building design process. Although primarily intended for new developments, its recommendations can also be applied to retrofit projects and reviews of existing buildings.

Aligned with Abu Dhabi building codes and international standards, including ASHRAE and CIBSE, the manual encourages greater consistency throughout project planning and design. It identifies common causes of overdesign, such as unrealistic assumptions, excessive safety margins and inadequate consideration of load diversity, while offering practical methods to avoid them.

The guidance also highlights how passive design measures can significantly reduce cooling demand when incorporated early in a project. Building orientation, effective shading, proper zoning and accurate assessment of heat gains are among the strategies recommended to improve energy performance before mechanical cooling systems are specified.

To support implementation, the Department of Energy has also introduced the Cooling Load Verification Tool (CLVT). The digital tool enables developers, designers and government entities to compare their cooling load calculations with the manual's recommendations, helping identify potential overdesign and estimate possible cost and energy savings before construction begins.

Sustainability goals

Eng. Ahmed Mohammed Al Rumaithi, Undersecretary of the Abu Dhabi Department of Energy, said the initiative forms part of the department's broader vision to strengthen resource efficiency and develop regulatory and technical frameworks that support a more resilient and sustainable energy system.

He said the manual enables stakeholders across the construction and urban development sectors to adopt more efficient solutions that improve energy demand management, optimise resource use and contribute to sustainable development throughout the emirate.

Al Rumaithi added that the guidance supports Abu Dhabi's ambition to balance economic growth with responsible resource management while strengthening integration between urban planning and energy efficiency. He noted that the initiative also enhances infrastructure readiness for future demand and contributes to creating more resilient, sustainable and liveable cities.

Abdulaziz Mohammed Alobaidli, Director General of Regulatory Affairs at the Department of Energy, described the Cooling Load Manual as a significant step towards improving building energy efficiency and supporting the development of a more sustainable urban environment. He said accurate cooling calculations and appropriately selected systems help reduce costs, improve resource efficiency and deliver long-term value for developers and consumers alike.

The Cooling Load Manual is available for download through the Abu Dhabi Department of Energy's website. The initiative supports the Abu Dhabi Energy and Water Efficiency Strategy 2030, contributes to the UAE Net Zero by 2050 Strategic Initiative and aligns with Abu Dhabi's Climate Change Strategy, reinforcing the emirate's focus on sustainable building design, energy efficiency and responsible resource management.
