DUBAI – The Ministry of Human Resources and Emiratisation has introduced a major overhaul of employment regulations across the United Arab Emirates, launching a redesigned framework built around 13 distinct work permit categories.
Across all categories, MoHRE has introduced a fully digital system where applications are processed through official platforms including the MOHRE website, mobile app, Tawseel, and Tasheel centres.
Most permits are processed within 2 working days, with paper documentation largely eliminated. Employers are responsible for all fees, typically Dh50 for application and Dh250 for issuance, with service charges up to Dh72 where applicable.
Quota restrictions and bank guarantees have been removed for most categories, except specific project-based permits.
The updated system aims to simplify hiring procedures, reduce administrative steps, and shift the entire labour process to fully digital platforms. A public consultation phase remains open until July 30, 2026, allowing refinements before final implementation.

Private Tutoring Work Permit
- Designed for individuals offering private academic instruction, typically to students aged 15-18.
- Valid for 2 years, renewable.
- No federal fee is charged.
- Applicants must submit a tutoring agreement, identity documents, and approval from guardians where applicable.
Overseas Recruitment Work Permit
- Used to hire employees from outside the UAE.
- Valid for 2 years.
- Requires job offer approval, quota compliance, and standard documentation such as passports and qualifications.
- Employer bears all costs, with federal fees starting from Dh50 plus issuance charges based on skill level.
Transfer Work Permit
- Allows hiring of workers already inside the UAE after ending previous employment.
- Valid for 2 years.
- No new quota required.
- Application must include a signed contract and updated employment details.
Family-Sponsored Work Permit
- Enables residents under family sponsorship to work in the private sector.
- Valid for 2 years.
- Open to both men and women.
- Requires valid residency and employer-submitted contract.
Temporary Work Permit
- For short-term employment with a different employer while already in the UAE.
- Valid for 6 months, renewable once.
- No quota requirement.
- Used for temporary assignments or limited-duration work.
Mission (Project-Based) Work Permit
- For specialists or teams hired for specific projects or short assignments.
- Valid for up to 3 months, renewable once.
- Requires employer quota approval.
- Commonly used for contract-based technical or operational roles.
Part-Time Work Permit
- Allows employees to work multiple jobs under part-time contracts.
- Valid for 2 years (previously 1 year).
- Open to UAE nationals, GCC citizens, and eligible foreign workers in skill levels 1 and 2.

Juvenile Work Permit
- For workers aged 15-18 years.
- Valid for 1 year.
