Asia Rugby Council announces new office in Dubai
UAE Olympic Committee provides headquarters support
DUBAI – The Asia Rugby Council has officially confirmed the opening of its operations office in Dubai, following an agreement signed with the UAE Government in 2022.
While the union will retain its legal headquarters in Hong Kong, the new office is set to strengthen operational efficiency and improve engagement with national unions across the continent.
Member support
The decision was ratified during a videoconference chaired by Qais Al Dhalai, President of Asia Rugby, with overwhelming support from member unions. Twenty-seven of the 28 attending unions voted in favour, highlighting a shared commitment to advancing rugby’s institutional framework in Asia.
Al Dhalai expressed gratitude to the UAE Government and Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, President of the UAE Olympic Committee, for hosting the office at the Olympic Committee headquarters. He also thanked the Ministry of Sport and Dr Ahmad Belhoul Al Falasi, Minister of Sport, for their strong support and constructive cooperation.
“This decision represents a historic step in the journey of rugby across the continent,” Al Dhalai said. He noted that the new office marks an important milestone for Asian rugby, reflecting confidence from member unions in the Council’s operational capabilities and readiness for the next phase of growth.

The UAE’s selection as the host reflects the country’s established record in organising major international sporting events. Its advanced regulatory and administrative environment is seen as ideal for supporting the work of international sports organisations, further strengthening Asia Rugby’s continental presence.
