Dubai’s Nakheel awards Dh169 million contract for Bay Villas infrastructure
Internal roads and utilities planned for 636-unit waterfront community
DUBAI – Nakheel, part of Dubai Holding Real Estate, has awarded a Dh169 million contract to Al Nasr Contracting Company LLC for infrastructure works at Bay Villas on Dubai Islands.
The agreement covers the development of internal roads and the installation of essential utilities across the 636-unit waterfront community, forming a critical step in connecting homes, public areas and wider island systems.
What is included?
The scope of works involves access roads and utility networks designed to support efficient build-out of Bay Villas. By sequencing preparatory works alongside infrastructure delivery, Nakheel aims to ensure the community develops on a solid foundation, enhancing connectivity for residents from the outset.
Khalid Al Malik, Chief Executive Officer of Dubai Holding Real Estate, highlighted the importance of the contract as a foundation phase. He said Al Nasr’s expertise in civil works and strong safety record align with Nakheel’s commitment to deliver exceptional communities that support property values and daily living standards.

Jean Nicolas El Helou, Chief Executive Officer of Al Nasr Contracting Company LLC, expressed confidence in the collaboration with Nakheel. He emphasised that Al Nasr will work closely with stakeholders to meet Nakheel’s standards and help establish Bay Villas as a new destination for residents and investors seeking waterfront living in Dubai.
Earlier this year, a Dh2.6 billion contract was awarded to Fibrex Contracting LLC for the main development of the Dubai Islands community, marking one of the largest deals in the area’s expansion plan.
What comes next?
Bay Villas will feature a mix of townhouses, semi-detached homes, garden villas and premium waterfront properties within a resort-style neighbourhood. The project supports the Dubai 2040 Urban Master Plan by integrating residential living with public spaces and amenities, reinforcing Dubai Islands’ positioning as a premier waterfront destination.
