New rules: Oman makes licences mandatory for foreign workers in key sectors
Oil and gas sector roles now tied to strict professional certification
DUBAI – Oman has rolled out fresh requirements that foreign jobseekers must now meet before securing or renewing a work permit.
Starting from August and September 2025, individuals employed in specific professions will need to obtain a professional practice licence or a classification certificate, depending on their sector. Without these documents, work permits will not be processed.
The Ministry of Labour has confirmed that the changes affect multiple industries, including energy, minerals, logistics, accounting, finance, and auditing. The move is part of efforts to standardise qualifications, ensure professional competency, and boost Oman’s national workforce development.
What’s changing?
Until recently, a company sponsorship, quota clearance, medical test, and academic qualifications were enough to apply for or renew a work permit. That framework still stands, but the new rules add an extra step for professions considered technical or sensitive.
From 1 August 2025, engineers must secure a classification certificate from the Oman Society of Engineers before a permit application is accepted. From 1 September 2025, accountants, auditors, and finance professionals face the same requirement through the Sector Skills Unit for Accounting, Finance, and Auditing.
Who is affected?
The regulations specifically target jobs that require technical accuracy, public trust, or high safety standards. In the energy and minerals sector, roles include engineers, geologists, mining consultants, and safety specialists. The oil and gas sector covers dozens of specialised positions such as HSE Advisor, Driller, Electrical Technician, CNC Machinist, and Instrument Technician – all of which now demand certification from the Energy and Minerals Sector Skills Unit.
The logistics sector is also under the framework. Professions such as refrigerated truck driver, water tanker driver, tractor-trailer operator, and food delivery supervisor will require a professional licence from the Logistics Sector Skills Unit.
How does licensing work?
Professional practice licences usually verify qualifications, memberships, or relevant experience, such as in the case of auditors or certified accountants. Classification certificates, by contrast, are often tied to companies in logistics or contracting, ensuring that both the business and its staff meet Omani standards.
Applicants cannot move forward with a work permit application until the appropriate authority issues the licence or certificate. Registration for certificates opened on 1 August 2025, and the Ministry has made it clear that no exceptions will be granted after the cut-off dates.
