Dubai’s new initiative lets residents sell and buy property from home

DUBAI: In a pioneering move to support community inclusion, senior citizens and people of determination in Dubai can now sell, buy, and manage real estate without leaving their homes.

The Dubai Land Department (DLD), in collaboration with the Community Development Authority (CDA), has launched the ‘Barwa’ initiative under the slogan “You are valuable and should always be appreciated.”

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defence of the UAE, witnessed the launch, which is the first programme of its kind in the region. The initiative aligns with the UAE’s declaration of 2025 as the ‘Year of Community’, and supports the Dubai Social Agenda 33 and the Real Estate Sector Strategy 2033.

‘Barwa’ launched in Dubai

The ‘Barwa’ programme is a comprehensive, people-first solution designed to facilitate all aspects of real estate transactions for its beneficiaries. Officials from the Dubai Land Department will personally visit senior citizens and people of determination at their homes upon request. All property services – buying, selling, management – will be provided on-site, making it easier for these groups to handle their affairs independently.

The programme is structured around several service pillars. Through its mobile unit ‘Al Taresh’, officials will conduct transactions at the homes of eligible individuals. The ‘Al Karani’ service assigns a personal assistant to each beneficiary, ensuring end-to-end support and follow-up on real estate matters.

Digital accessibility

The initiative also features a strong digital infrastructure. The ‘Al Kaitoob’ platform allows for remote property management with accessibility technologies suited for individuals with disabilities. This digital access is complemented by ‘Al Mersal’, a real-time support service operated through the DLD call centre.

In addition to remote management, beneficiaries are provided with access to financial and real estate advisory services. Dedicated teams help participants make sound property investment decisions and achieve sustainable returns. The ‘Real Estate Katateeb’ programme offers training workshops that promote financial literacy and informed property management.

Strategic collaborations

The launch ceremony at Dubai Land Department included the signing of key cooperation agreements. These included formal partnerships with four real estate firms: Harbour Real Estate, On Plan Real Estate, Al Ruwad Real Estate, and SBK Real Estate. Trusted service centres Afnan and Al Tabou also joined the initiative, further expanding its operational reach.

The ‘Al Barza’ reception lounges, located at DLD’s headquarters, serve as dedicated service areas offering a high-quality experience for elderly clients and people of determination. Meanwhile, the ‘Al Hasela’ public-private initiative ensures tailored lease management, maintenance, and advisory services at preferential rates.

Through the ‘Registry of Honoured Citizens’, data sharing between the DLD and CDA enables personalised service delivery, while a dedicated communications team ensures smooth coordination.

Eng. Marwan Ahmed Bin Ghalita, Director General of Dubai Land Department, noted that Barwa is more than a transactional service – it is a tool for empowerment. “This programme simplifies property management, protects rights, and promotes well-being,” he said.

Hessa bint Essa Buhumaid, Director General of the CDA, said Barwa represents a milestone in integrated government service. “This initiative preserves dignity and enhances social and economic stability for priority groups,” she added.
