Dubai becomes first GCC city to join global resilience network
New partnership supports long-term sustainability and smart development
DUBAI – Dubai has officially confirmed its membership in the Global Resilient Cities Network, a worldwide platform that unites leading metropolitan areas committed to strengthening urban resilience and sustainable development.
The move reinforces Dubai’s standing as a global model for crisis and risk management, supported by advanced systems designed to anticipate, withstand and adapt to emerging challenges. The announcement positions Dubai among international leaders shaping the future of sustainable and secure urban living.
Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of the Supreme Committee of Emergency, Crisis and Disaster Management in Dubai, described the membership as a new strategic milestone for the emirate. He said the step enhances Dubai’s international status as a city equipped with sophisticated capabilities to foresee risks, respond to change and champion global efforts to build resilient urban environments.
He explained that joining the network reflects Dubai’s emergence as a leading centre for risk management and urban resilience. It also strengthens ongoing work to enhance crisis response, maintain uninterrupted development, safeguard quality of life and advance planning for future scenarios. He added that the initiative further cements Dubai’s reputation as one of the world’s safest, most sustainable and most innovative cities.
Global collaboration
Ahmad Atiq Bourqibah, Executive Manager of the Dubai Resilience Center, said the city’s accession marks a key milestone in shaping Dubai’s position as one of the most future-ready cities globally. The membership will allow Dubai to exchange expertise with world cities, adopt proven practices in resilience and ensure service sustainability under all conditions. The collaboration will also open new opportunities for joint innovation projects, smart technologies and risk-related research.
He noted that the network will support local institutions by enabling the development of forward-looking policies informed by global experience. This will accelerate Dubai’s evolution into a smart, resilient city capable of keeping pace with rapid global change. Bourqibah added that Dubai aims not only to prepare for crises but to turn challenges into opportunities, ensuring continuous progress even amid shifting global dynamics.

Dubai is the first city in the GCC to join the Global Resilient Cities Network.
