Abu Dhabi unveils 20 million sqm housing push with new waterfront and lifestyle districts planned

ABU DHABI – The Abu Dhabi real estate landscape is set for a significant transformation following a major public-private partnership between Aldar and the Department of Municipalities and Transport (DMT).

Announced during the Abu Dhabi Infrastructure Summit (ADIS 2026), the agreement will deliver new integrated communities spanning more than 20 million square metres across five strategic locations in the emirate.

The initiative brings together government land assets and private sector development expertise to accelerate housing delivery and urban expansion. It also aligns with Abu Dhabi’s broader strategy to enhance liveability through connected, mixed-use neighbourhoods.

Urban vision

Under the framework of the partnership, DMT will provide land while Aldar will act as master developer. The plan covers Muwaylih, Mussafah, Al Zahiya and Al Faya, alongside a major waterfront activation at Al Mihsinah Island. The developments will integrate residential, retail, educational and lifestyle components within walkable neighbourhoods designed around green public spaces and transport connectivity.

The master planning approach is intended to support long-term urban growth by creating self-sustaining districts linked to Abu Dhabi’s wider infrastructure network. The communities will also reflect the emirate’s Value Housing Programme, a DMT-led initiative aimed at expanding access to high-quality and affordable rental housing.

According to the partners, the design philosophy focuses on creating neighbourhoods that combine practicality with quality of life. Each site will be shaped by its surrounding character, ensuring that housing options cater to multiple market segments while maintaining a unified development vision.

Housing expansion

A key pillar of the agreement is the expansion of the Value Housing Programme across multiple districts. The new developments at Muwaylih, Mussafah, Al Zahiya and Al Faya will include a mix of lifestyle-focused housing and rental units under the programme’s framework.

This latest partnership builds on earlier announcements by Aldar and DMT, which included two integrated communities in Mohamed Bin Zayed City and Baniyas. Those projects are expected to deliver 9,000 residential units to Abu Dhabi’s rental market, reinforcing the government’s focus on increasing housing supply.

The expansion comes alongside a wider public investment push in the emirate. The Abu Dhabi Investment Office (ADIO) and Abu Dhabi Projects and Infrastructure Centre (ADPIC) recently launched a Dh55 billion ($15 billion) public-private partnership pipeline. The programme includes 24 projects spanning transport, infrastructure and social development sectors, further reinforcing the role of PPP models in shaping urban growth.

Waterfront growth

One of the most significant elements of the new agreement is the activation of Al Mihsinah Island, which will be developed into a new waterfront community for the first time. The project will combine natural coastal landscapes with planned residential districts and lifestyle amenities.

The island development is expected to introduce a new dimension of waterfront living in Abu Dhabi, focusing on wellness, open spaces and community connectivity. It will complement Aldar’s established portfolio of large-scale destinations, including Saadiyat Island, Yas Island and Al Raha Beach, which are widely recognised for their integrated urban design.

Speaking at the announcement, Aldar Group Chief Executive Officer Talal Al Dhiyebi said the partnership reflects growing demand for well-planned destinations that expand housing choice across market segments while supporting the emirate’s long-term economic trajectory. He highlighted that the scale of the projects underlines confidence in Abu Dhabi’s real estate fundamentals.

DMT representatives noted that the collaboration introduces a new model for urban development, combining strategic planning with private-sector execution to deliver large-scale communities more efficiently while maintaining quality and sustainability standards.

Across all sites, the developments are designed to prioritise walkability, public green space, education facilities and retail access, ensuring that each neighbourhood functions as a fully integrated urban environment connected to Abu Dhabi’s broader city network.
